OCEAN RESCUE BUDGET $224,000 funding restoration an update by Richard Mason, SFFB President and Chair, Gov't Affairs Cmte The initial proposed county budget cut for Ocean Rescue (lifeguards) would have significantly impacted service at Haulover and Crandon Parks, including a reduction of lifeguard hours of duty and the number of lifeguards on duty. By early September, SFFB had collected 1253 signatures at Haulover Beach on a petition to restore Ocean Rescue funding. In addition, we had received 1030 electronic signatures online on the same petition. SFFB printed 18 copies of the petitions, which were presented to the 13 Commissioners, the Mayor, and others concerned. Accompanying the signatures were selected comments by those who had signed the petition online. We have brainstormed with Ocean Rescue to develop a strategy and proposals to restore funding to avoid a degradation to beach safety. One of SFFB's proposals was to transfer some parking revenue from the Parks Dept. to Ocean Rescue (which is part of the Fire Dept) to avoid any Ocean Rescue budget reduction. I or Shirley (of B.E.A.C.H.E.S.) have phoned all 13 commissioners, and have met with some, or their staffs, in person. We have attended 2 town hall meetings, and I made a presentation before the County Commission budget hearing requesting a restoration of funding. Thanks also to Commissioner Sally Heyman, who spoke out against the cuts, and backed our recommendation to transfer part of the parking revenue. This proposal was not approved, but we were successful in restoring some funding. On 9/23, I was informed that $224,000 in cuts had been restored by the Mayor's office in the latest budget draft. The existing budget will cut 1 full-time lifeguard position at Haulover, and 1 at Crandon, with a reduction to the equipment budget of $135,000. As a partial offset to the latter reduction, Commissioner Heyman has allocated $26,000 of her district discretionary budget funds to purchase 10 new radios for Ocean Rescue. Lifeguard Captain Luiz "Dunga" Morizot-Leite sent us the following note: "I thank you and Shirley for everything that you have done and without you guys we would not have received any money back. The recent e-mails, letters and faxes made an incredible difference." BEACH AMBASSADOR TRAINING Our next training session is scheduled for Sunday October 16, 2011.
